Summary: In order for the District to participate in Medi-Cal Administrative Activities (MAA), the District is required to contract through our regional Local Education Consortium (LEC), San Bernardino County Superintendent of Schools (SBCSS), and to submit the required Operational Plan and supporting audit file to the Department of Health Care Services (DHCS). The SBCSS will also represent the District and all member districts of the region at Statewide LEC meetings and conduct regional informational meetings for member districts.

For a LEC to claim reimbursement for MAA, Welfare and Institutions Code 14132.47(b) requires that the LEC have a contract with DHCS, the single state agency for administering the Medicaid program. This document is called the MAA contract. The MAA contract is designed so the LEC may act on behalf of districts claiming reimbursement for MAA. Districts intending to seek reimbursement through MAA must have a similar agreement or contract with the LEC that holds the DHCS contract. Its language mirrors the DHCS contract so that other participating agencies may be held to the same terms and conditions set forth in the contract between DHCS and the LEC. A district may only contract with the regional LEC or local county governing agency. Districts must be fiscally affiliated with a county office of education to claim reimbursement.

The term of this Agreement shall be from July 1, 2019 through June 30, 2020 for a total amount not to exceed $11,127.
Funding: The cost for this item will be included in the 2019-20 operating budget funded through the Medi-Cal Administrative Activities Fund, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve Agreement No. 19/20-0159 with the San Bernardino County Superintendent of Schools for school-based Medi-Cal Administrative Activities.
