Summary: The ability to encumber funds for a fiscal year, prior to July 1st of that fiscal year, is available through the financial system administered by the Riverside County Office of Education (RCOE). In certain unique circumstances, there are requirements for items to be received or services to be rendered immediately after the beginning of the fiscal year; therefore, purchase orders must be issued prior to July 1, 2020.

Authorized agents of the District will ensure that any purchase orders drawn against 2020-21 funds will also be included within the 2020-21 adopted budget presented to the Board of Trustees in June of 2020. With the adoption of Resolution No. 31:19-20, RCOE will permit the District to encumber funds for the 2020-21 fiscal year prior to July 1, 2020.
Funding: This item will be included in the 2020-21 operating budget.
Recommendation: It is recommended that the Board of Trustees adopt Resolution No. 31:19-20 - Authorization to Encumber Funds for the 2020-21 Fiscal Year.
