Summary: Metz & A, a Nevada Limited Partnership (Developer), has obtained conditional approval from the City of Perris for development of property located adjacent to the California Military Institute (CMI) site (Project). Developer is obligated to mitigate the impact of its Project on CMI through payment of statutory impact fees or by entering into an in-lieu agreement for facilities improvements. Developer intends to widen A Street which will affect the frontage of CMI; affect existing CMI on-site parking; require relocation of existing CMI parking lots; and affect ingress and egress at the CMI site. Developer and District have agreed to the terms in the attached Agreement to mitigate the effects of the Project on CMI and in place of the Developer paying statutory impact fees. Developer will pay for the costs of improvements to CMI’s frontage resulting from the A Street widening and will reimburse the District for the on-site ingress/egress improvements and relocated parking lots. Developer’s satisfaction of the terms of the Agreement will satisfy its statutory impact fee requirements and will mitigate the effects of the Project on CMI.
Funding: The cost for this item shall be born by the developer in lieu of statutory school fees.
Recommendation: It is recommended that the Board of Trustees approve Resolution No. 07:17-18 and School Facilities Funding and Mitigation Agreement Between the Perris Union High School District and Metz & A, LP for the Villa Verona Apartment Community.
