Summary: The Special Education Department has had to make three trips to accommodate the needs of three of our students who are placed in out-of-state residences.

On June 28-30, 2017, the Special Education Department sent two members of the Individual Education Plan (IEP) team to Cinnamon Hills, Utah to complete the psychoeducational evaluation, as well as an Educational Related Mental Health Evaluation (ERMHS) on a student who is residentially placed there. The student's triennial assessments were required to be completed as soon as possible upon arrival in the residential placement. The two IEP team members for this trip were Dr. Rebecca Gehlke, Coordinator of Mental Health, to assess the educationally related mental health needs of the student and Kathryn Carpenter, School Psychologist, to assess cognitive and academic ability. This timeframe was needed to meet the settlement requirement agreement.

On July 25, 2017, Cindy Barris, Director of Special Education, had to travel to Westminster, Colorado. One of our students was assaulted by another student which resulted in vision loss and an investigation had to be completed.

On August 19-22, 2017, the Special Education Department sent two members of the Individual Education Plan (IEP) team to St George, Utah. The purpose of the trip was to assess student placement, fulfill the three month observation requirement, complete a graduation check, as well as determine potential return to the least restrictive environment. The student will turn 18 in February and the current placement does not keep students beyond their 18th birthday. The two IEP team members were Cindy Barris, Director of Special Education, to assess appropriate placement and Julie Zierold, Director of Curriculum and Instruction, to evaluate the student's transcript and create an academic plan for his return to the comprehensive setting. It is anticipated that an additional trip will be needed to bring the student from current placement to the least restrictive environment. The additional trip is estimated to take place by December 15, 2017 pending completion of current courses.

The reason this item is going for ratification is that all three trips were deemed necessary on short notice.
Funding: The cost for this item came from the Special Education budget, Fund 06.
Recommendation: It is recommended that the Board of Trustees ratify the out-of-state travel for Special Education Staff members to go to Utah and Colorado to fulfill needs and requirements for out-of-state resident students.
