Summary: The California Career Technical Education Incentive Grant (CTEIG) program has been established as a state education, economic, and workforce development initiative with the goal of providing pupils with the knowledge and skills necessary to transition to employment and postsecondary education. The purpose of this program is to encourage the development of new career technical education (CTE) programs and enhance and maintain current CTE programs. It is the intent of the Perris Union High School District (PUHSD) to utilize CTEIG funds for the procurement of a 2,400 square foot modular building to be purchased from American Modular Systems (AMS), utilizing the piggybackable Santa Rita Union School District Facility Supply Services Contract, to be installed at Paloma Valley High School. This building will be utilized by Paloma Valley High School for CTE programs at the campus. The architectural planning and site development plans for the 2,400 square foot AMS building will be developed by BakerNowicki Design Studio (BNDS). These plans will be submitted by BNDS to the Division of State Architects Office (DSA) for approval. After DSA approval, this project will be bid for construction. Neff Construction will perform the construction management services required to complete the project. The costs for the 2,400 square foot modular building, architectural services, and construction management services are as follows:

AMS - 2400 square foot Modular Building: $551,392
Baker Nowicki Design Studio - Architectural Services: $38,750
Neff Construction - Construction Management Services: $121,235.78

Other portions of the Paloma Valley High School CTE Building Project will be brought for Board approval at a later date as the project is developed. These will include Inspector of Record Agreement and Construction Contracts for the various Prime Contractors necessary to complete this project.

The process for selection of construction management firms is followed pursuant to Government Code 4526, which states selection shall be on the basis of demonstrated competence and on the professional qualifications necessary for the satisfactory performance of the services required. Selection of Neff Construction, Incorporated, for this project was determined using guidelines as identified per Government Code 4527(b) and based upon their extensive experience with the successful completion of complicated construction projects on “active” school sites that are very similar to our Paloma Valley High School campus.

Education Codes 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment and services.

Legal reference for piggybackable bidding is Public Contract Code 20118.
Funding: The cost for this item is funded through the Career Technical Education Incentive Grant, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the use of the CTEIG funds for the CTE building at Paloma Valley High School and award the contract for the purchase, design, and construction management of this project.
