Summary: The Perris Union High School District requests to enter into an Agreement with PeopleAdmin, Incorporated to provide services that will improving the Districts hiring and induction processes through the Educators Professional Inventory (EPI) assessment.

Educators Professional Inventory (EPI) is a research-based predictive analytics tool that uses thousands of data points, collected over time, to help school and district leaders identify, hire and develop the best teachers, principals and staff. The EPI uses candidates’ answers to assessment questions to measure each candidate's strengths and opportunities for growth in key areas highly correlated to improved student engagement and performance. The assessment results will be used to select high quality, caring staff who will be dedicated to learning, and connect students to their education and potential goals. Moreover, the results of the assessment will also be used to help develop individualized support, with the intent of retaining teachers and minimizing teacher turnover.

By using EPI the district would also save time by ensuring district administrators are interviewing the most highly qualified candidates. EPI takes the guesswork out of the teacher candidates screening by measuring applicants’ cognitive abilities, attitudinal factors, qualifications and teaching skills. Another key benefit of EPI is that it would assist the district screen principal candidates by measuring applicant's leadership dispositions, ability to handle principal responsibilities, and leadership skills.

The term of the Agreement will be from February 22, 2018 through June 30, 2021. The Agreement may be renewed annually upon mutual consent expressed for up to two (2) additional one (1) year terms.

The cost of services shall be $1,500 for the remainder of the 2017-18 school year and $24,575 for each year thereafter for the duration of the Agreement. Payment of the $1,500 for the service and training fees allows for immediate implementation and use of product.

Education Code 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment and services.
Funding: The cost for this item will be included in the 2017-18, 2018-19, 2019-20, and 2020-21 operating budgets funded through the General Fund, Fund 03.
Recommendation: It is recommended that the Board of Trustees approve the multi-year Agreement with PeopleAdmin, Incorporated for Educators Professional Inventory Assessment Services.
