Summary:
|
This Agreement clarifies Every Student Succeeds Act (ESSA) guidelines that Local Education Agencies (LEAs) and Lead Placement Agency (LPA) will share additional costs when a placement change for a Foster Student occurs and a Best Interest Determination finds that the school of origin is the most appropriate educational placement.
If transportation services are determined to be necessary, the cost is shared amongst agencies and is calculated based on the distance of transportation to the school of origin in accordance with the Agreement.
The term of the Agreement shall be from October 17, 2019, through June 30, 2022.

The cost for this item is included in the 2019-20 operating budget funded through Title I and Charter School Funds, not the General Fund.

It is recommended that the Board of Trustees approve the Memorandum of Understanding with the County of Riverside Department of Public Social Services for the Every Student Succeeds Act Transportation Plan to ensure school stability for students in foster care.
