Summary: The District would like to contract with Corwin Press, Incorporated. for professional development services in order to build capacity among site teachers and administration in the English Language Arts in Literacy Development. These workshops will aim at increasing graduation rates by closing the literacy achievement gap in order to increase assessment scores in all academic areas. Through her area of expertise in Common Core Implementation, Qualitative Factors That Affect Text Complexity, The Role of Coaching in Instructional Improvement, Text-Dependent Questions, Close Reading, and Writing From Sources, Dr. Nancy Frey will provide professional development to our ELA teachers who will learn step by step how to craft their own instructional plans to develop discipline-specific literacies, increasing literacy across the District.

Nancy Frey, Ph.D. is a professor in the Department of Educational Leadership at San Diego State University and a teacher leader at Health Sciences High and Middle College. She had previously served in the School of Teacher Education beginning in 2003 as a professor of literacy. She is the recipient of the 2008 Early Career Achievement Award from the National Reading Conference and one of the most prolific authors in the area of K-12 literacy education, with a following that includes tens of thousands of teachers and administrators. Across her more-than-a-dozen titles, she addresses everything from how to raise rigor in reading, structure lessons with learning goals in mind, to how to implement formative assessment.

The trainings will include a total of two full-day sessions in January 2019 and March 2019 to accommodate ELA teachers. Included in the training are specific strategies to facilitate collaborative conversations around student learning, creating common assessments in all content areas, and procedures to support the development of academic literacy interventions for students.

The total cost of services for this Agreement is $20,920, which will be funded through Title I, not the General Fund.

Education Codes 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment and services.

Recommendation: It is recommended that the Board of Trustees approve the Professional Consultant Services Agreement with Corwin Press, Incorporated.
