Summary: A Tentative Agreement was reached with CSEA on March 6, 2018 and ratified by their membership on April 25, 2018 that includes the same increase to the District contribution, as well as converting their group from a super composite premium and cap structure to a two-tiered premium and cap structure. The Tentative Agreement with CSEA covers a three year period beginning July 1, 2018.

A three-year cap structure was created as follows: Effective July 1, 2018, medical premiums shall be offered on a two-tiered rate structure: single or family coverage.

Family coverage is defined as employee and all eligible dependents and/or the employee’s spouse. Dental and vision shall be offered on a composite rate structure. The District contribution towards premiums for health and welfare benefits for full-time unit members will be $6,650 single coverage and $13,350 for family coverage. Effective July 1, 2019, the District contribution towards premiums for health and welfare benefits for full-time unit members will be increased to $6,950 single coverage and $13,950 for family coverage. Effective July 1, 2020, the District contribution towards premiums for health and welfare benefits for full-time unit members will be increased to $7,300 single coverage and $14,550 for family coverage. For each year, the amount shall be prorated for employees who work less than eight (8) hours per day and forty (40) hours per week.
Funding: The cost for this item is included in the 2018-19 budget and multi-year projections.
Recommendation: It is recommended that the Board of Trustees approve the Memorandum of Understanding between the District and the California School Employees Association, and its Chapter Perris Valley 469 regarding Health and Welfare Benefits.
