The District is considering its options to purchase IP paging speaker equipment for Paloma Valley High School. Public Contract Code Section 20118.2 allows school districts to pursue a competitive negotiation process for the procurement of technology and telecommunications related equipment and software. Due to rapid technological changes and the highly specialized nature of technology, the competitive negotiation process allows a district to consider, in addition to price, factors such as performance reliability, standardization, life-cycle costs, delivery timetables, support logistics, the broadest possible range of competing products available, manufacturer’s warranties, and similar factors. To use Public Contract Code Section 20118.2, a district needs a finding by its governing board that the procurement qualifies for the competitive negotiation process.
Here, District staff recommend that the Board find that the IP paging speaker equipment qualifies to use the competitive negotiation process under Public Contract Code Section 20118.2. With this finding, District staff will issue a request for proposals, evaluate responses, negotiate with the proposer(s) that best meets the District’s needs, and present one or more final agreements to the Board for approval at a later meeting.
