Summary:
|
Due to the complexities involved with the construction of the upcoming High School #4 (Liberty High School) Project, the Facilities Department has worked to revise and update its pre-qualification application for use on the upcoming project in order to obtain a qualified pool of bidders. The California Public Contract Code 20111.6 sets forth guidance on developing the process to prequalify bidders before submitting a bid. Pre-qualification is required for certain contractors when a school district project involves an expenditure of over $1,000,000 and plans to use or be reimbursed with State funds. Though it is unlikely any State funds would be received, it is recommended pre-qualification procedures be utilized. The pre-qualification process is intended to ensure that contractors have, among other things, the appropriate experience, qualifications, and capacity for the project being qualified for. The pre-qualification process involves the District publishing the Pre-qualification Application to be made available to interested bidders. Bidders submit applications and, if the bidder is successful based on the District’s uniform system of rating, the bidder is prequalified for a period of one year. This item will also authorize the Director of Facilities to take all related actions to publish, implement, and revise the District’s pre-qualification process in accordance with California Public Contract Code 20111.6.

The Board of Trustees is asked to (1) delegate authority to adopt and implement the attached contractor pre-qualification application and scoring system for the upcoming High School #4 (Liberty High School) Project with any revisions deemed necessary at the discretion of the Director of Facilities, and (2) authorize the Director of Facilities, to take all related actions in accordance with the California Public Contract Code 20111.6.
