Summary: On March 4, 2020, Governor Gavin Newsom proclaimed a State of Emergency in California as a result of the impacts of COVID-19 to make additional resources available and help the state prepare to respond to an increasing number of individuals requiring medical care and hospitalization as a result of a broader spread of COVID-19.

Since that time, the State Public Health Officer and the California Department of Public Health (CDPH) have issued multiple public health directives to combat the COVID-19 pandemic, including, on July 17, 2020, the COVID-19 and Reopening In-Person Learning Framework for K-12 Schools.

The Framework prohibits in-person instruction at schools operating within a county in Tier 1 due to high rates of COVID-19. On August 24, 2020, the California Department of Public Health (CDPH) issued Guidance Related to Cohorts (Cohorting Guidance), which sets minimum health and safety guidelines across multiple sectors serving youth, including childcare and schools (public and private) to no more than two supervising adults and no more than 14 children/youth - a configuration of no more than 16 individuals total. On September 4, 2020, the CDPH and the Governor's Office revised its Cohorting Guidance to the provision of school-based targeted, specialized support. The modification allows cohorts to include different configurations of children/youth and adults than previously required, providing that the total number of individuals in a cohort does not exceed 16 individuals.

The District would like to use the Cohorting Guidance developed by CDPH to provide for the use of small, specialized "cohorts" to deliver necessary in-person limited and specialized instruction, targeted support services, and facilitate distance learning in small group environments for a specified subset of students. This subset of students would include small numbers of students with disabilities and other students with acute needs who need in-person support and services that cannot be met through distance learning.

Recommendation: It is recommended that the Board of Trustees approve the authorization to launch Specialized Cohorts at Perris Union High School District in conjunction with the California Department of Public Health's Cohorting Guidance due to the Novel Coronavirus (COVID-19).
