Bid 110717 - Construction Services Agreement - Roadway Engineering and Contracting Inc.pdf
Summary: The Purchasing Department used formal bidding procedures for the Paloma Valley CTE (Career Technical Education) Building Project. Responsive Bids were submitted as follows:

CONTRACTOR / BASE BID

Roadway Engineering and Contracting, Incorporated / $494,400
Hamel Contracting / $520,008
Spec Construction Company, Incorporated / $582,999
Dalke and Sons Construction, Incorporated / $619,680
Inland Building Construction Companies, Incorporated / $631,600

After opening bids and reviewing the required bid information provided by bidders, the apparent low bidder at the time of the bid, Leonida Builders, was found to be non-responsive. The electrical/low voltage subcontractor listed by Leonida Builders was not prequalified with the District pursuant to Public Contract Code 20111.6, which requires mechanical, electrical and plumbing (MEP) subcontractors to be prequalified on projects with a total project value of $1,000,000 and above. The bid by Roadway Engineering has been reviewed and has been found to comply with all bidding requirements. The Facilities Department is recommending the ratification of the award of the Paloma Valley High School CTE Building Project to Roadway Engineering and Contracting.

The Contract was bid and is being recommended for award pursuant to Public Contract Code 20111.

The ratification of the Contract Agreement with Roadway Engineering is necessary in order to meet critical project timelines and negate undue delay of the project. Ratification of this Agreement is permitted for Board approved facilities projects pursuant to Purchasing Policy.
Funding: The cost for this item is included in the 2017-18 operating budgets funded through the Career Technical Education Incentive Grant, Perkins Grant, and the Local Control Accountability Plan Supplemental and Concentration Funds and Various Facilities Funds.
Recommendation: It is recommended that the Board of Trustees approve the Construction Services Agreement with Roadway Engineering and Contracting for the Paloma Valley High School CTE Building Project.
