Perris Union High School District (PUHSD) entered into an Agreement with The Pechanga Band of Luiseno Indians (Pechanga) for Cultural Resources Treatment and Tribal Monitoring of the Liberty High School Project. These services are a requirement of the PUHSD Liberty High School Environmental Impact Report (EIR) dated March 2010. As outlined in the Project EIR, Tribal monitoring is required during all phases of construction during which ground disturbing activities are occurring. Tribal monitoring will take place during the earthwork and grading phase of the Liberty High School Project as outlined in the Agreement with Pechanga. These services will include the treatment and preservation of Native American human remains, grave goods, funerary objects, ceremonial items and cultural items which might be encountered during the development of the Liberty High School Project. The Liberty High School Project is located in an area which has been traced to and traditionally occupied by the Pechanga Tribe and as such, Pechanga has jurisdiction for these services on the project. The District is now recommending the ratification of this Agreement with Pechanga to perform these services based on their jurisdiction over the project site their specific knowledge of cultural resources in the project area. Pechanga was also previously involved in developing the original project EIR and the specific requirements related to cultural resources. Pechanga’s services will be provided at an hourly rate of $65 per hour. This Agreement is being brought before the board as a ratification in order to meet critical project timelines and to minimize project delays. The terms of this Agreement shall be from February 11, 2019 and shall be terminated once the services have been fully performed and accepted by the District. Education Code 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment, and services.

The cost for this item is included in the 2018-19 operating budget funded through Various Facilities Funds, not the General Fund.
