Summary: On November 16, 2016, the board approved a three (3) year phased Implementation Plan to increase classified substitute pay. The intent of the plan was to recruit and retain a larger number of classified substitutes and raise classified substitute rates above $15.00 per hour in anticipation of both state and federal mandatory wage increases. Implementation of Phase 1 and Phase 2 were completed as originally approved by the Board of Education; however, Phase 3, which would have been effective July 1, 2018, was not implemented. Staff is recommending the implementation of Phase 3 effective November 1, 2019 without retroactivity, which would ensure classified substitute employees would be at Step 1 of the hourly rate paid to permanent classified employees on salary schedule #20 pursuant to the Board’s approval in 2016. The anticipated fiscal impact to the District for the remainder of this fiscal year is anticipated to be $34,000.00.
