Summary: In March of 2019, Perris Union High School District (PUHSD) began construction of the Liberty High School Project. As part of the design of Liberty High School, the Design and Civil Engineering Team incorporated a bioretention basin which is located at the south end of the campus, northeast of Wickerd Road. This bioretention basin is a requirement by the County of Riverside to collect a prescribed amount of stormwater run off from the campus before the stormwater is allowed to exit the site onto adjoining storm drain facilities. The maintenance of this onsite bioretention facility is the responsibility of PUHSD. As the jurisdictional agency in charge of inspecting and ensuring maintenance is ongoing of these facilities, the Riverside County Transportation Department will need access to implement and monitor the required Best Management Practices (BMP) Plan and conduct the required inspections and maintenance necessary for the bioretention basin. As part of these requirements, PUHSD is entering into an Agreement for these required activities. This Agreement grants Riverside County Transportation Department 24 hour access to these facilities to inspect the bioretention basin to ensure it is kept in compliance with Local, State and Federal laws and regulations by PUHSD. Additionally, this Agreement indemnifies the County of Riverside Transportation Department for activities connected with their access, inspections and any required County maintenance of this facility.
Funding: No fiscal impact.
Recommendation: It is recommended that the Board of Trustees approve the Agreement between Perris Union High School District and Riverside County Transportation Department for the Best Management Practices Plan, Consent to Inspect, Maintenance and Indemnification for the bioretention basins at Liberty High School.
