Subject: 14.10 BUSINESS: Approval of Salary Increase for Management and Confidential Employees, and a Health Benefit Increase for Board Members, Management and Confidential Employees

Summary: In order to create parity among all employee groups, administration is recommending the Management and Confidential salary schedules be increased consistent with the Tentative Agreements recently reached between the District and the Perris Secondary Educators Association (PSEA) and between the District and the California School Employees Association (CSEA).

Those Agreements provide for an ongoing salary schedule increase of 1 percent effective July 1, 2016 and an additional 2 percent increase effective July 1, 2017 for employees who were in a paid status February 1, 2017. Administration is recommending these same increases for Management and Confidential employees. The TA with PSEA also provides for an increase to doctoral stipend from $500 to $3,000 per year, this same increase being recommended for Management and Confidential employees.

Additionally, administration is recommending an increase to the health and welfare contributions for Management and Confidential employees, and for Board Members who receive the same health and welfare package, consistent with the increase in the CSEA TA.

A cap was placed on health and welfare for Management, Confidential and Board Members in July 2011. Since that time, the Board of Trustees has approved the same increase to this cap as was negotiated with CSEA. The TA with CSEA reached on March 31, 2017 includes a cap increase of $385 per unit member effective July 1, 2016. While CSEA has a composite plan structure, Management, Confidential and Board Members are on a tiered plan structure. Rather than increase each tiered cap by $385, a cost of $17,710 for 2016-17, the administration is instead recommending an increase of $200 for single and 2-party coverage, and an increase of $550 for family coverage. Effective July 1, 2016, this would make the cap for single coverage $11,750, the cap for 2-party coverage $14,200, and the cap for family coverage $17,000, a total cost increase of $17,950.
Funding: The cost for this item is included in the 2016-17 budget.
Recommendation: It is recommended that the Board of Trustees approve the salary increase for Management and Confidential employees and the increase to health and welfare contributions for Management and Confidential employees, and for Board Members as presented.
