Subject: 13.16 BUSINESS: Agreement for Student Transportation Services Between the Hemet Unified School District and the Perris Union High School District (funded through the General Fund in the amount of $3,224,862)

Summary: The District would like to continue the services of the Hemet Unified School District (HUSD) for the purpose of providing comprehensive student bus transportation for the term of July 1, 2018 through June 30, 2023. The prior Agreement has served the economic and service needs of the District. A Renewal Agreement, between Hemet Unified and the District, will enable the continued collaboration on student transportation with a coordinated regional approach.

For 2018-19, the base contract amount, reflective of the home-to-school and Special Education curbside transportation services is $3,224,862. This represents a savings of $626,652 for realignment of the Perris Lake High School and Pinacate Middle School bell schedules. Also included as part of the bell schedule realignments is the ability for the District to lease eight (8) buses to HUSD in the amount of $72,000, a net savings of $698,652 over the cost of transportation services for 2017-18. The rate for athletic and activity trips is $79 per hour for a standard bus. The rate for late buses will be $156 per bus, per day.

The Agreement reflects a 4 percent increase per year beginning in 2019-20, and the provision for the District to add six (6) new Transit Type 1 buses (regular size school bus) during the first year of the Agreement. This assumes grant funding of $125,000, which if not received, the District would only be required to purchase five (5) buses. The purchase of additional buses are a necessity as the District’s current fleet is now 10-years-old and newer buses need to be added for ongoing maintenance and upkeep of the fleet. The District desires to own its own buses as this keeps the cost of transportation services lower than otherwise possible. Further, had the purchase of new buses not be included, the annual increase would have instead been 8 percent. Purchasing additional buses is not only an overall cost savings, but one-time dollars can be utilized, a savings to ongoing General Fund dollars.

Government Code Sections 6500 allows public agencies to jointly exercise any power common to them by agreement without having to form a separate Joint Powers Agency.
Funding: The cost for this item is included in the 2018-19 operating budget funded through the General Fund, Fund 03.
Recommendation: It is recommended that the Board of Trustees approve the Agreement for Transportation Services between Hemet Unified School District and the District.
