Summary: At the May 18, 2016 Board meeting, the Perris Union High School District Board of Trustees approved an agreement with PJHM Architects for the planning and design of the Paloma Valley High School Auto Shop Conversion Project to be funded through the California Career Technical Education Incentive Grant (CTEIG) program. The plans for this project are currently in the Division of State Architects Office for review and it is anticipated that these will be approved and the Paloma Valley High School Auto Shop Project will be bid for construction shortly after approval. The PUHSD Facilities Department has requested a proposal for Construction Management Services from Neff Construction. These services include the management of all construction activities related to the construction of this project.

The Construction Management Services are to be provided by Neff Construction at a cost of $74,578.20. The total cost of the Paloma Valley High School Auto Shop Conversion Project is estimated at $915,916.20.

The process for selection of construction management firms is followed pursuant to Government Code 4526, which states selection shall be on the basis of demonstrated competence and on the professional qualifications necessary for the satisfactory performance of the services required. Selection of Neff Construction, Incorporated, for this project was determined using guidelines as identified per Government Code 4527(b) and based upon their extensive experience with the successful completion of complicated construction projects on “active” school sites that are very similar to our Paloma Valley High School campus.

Education Codes 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment and services.
Funding: The cost for this item is included in the 2016-17 operating budget funded through the Career Technical Education Incentive Grant, Perkins Grant, and the Local Control Accountability Plan Supplemental and Concentration Funds.
Recommendation: It is recommended that the Board of Trustees approve the Construction Management Services Agreement with Neff Construction for the Paloma Valley High School Auto Shop Conversion Project.
