Summary: The Perris Union High School District would like to retain the services of Wilhite and Associates to conduct an operational evaluation of the District’s security program. Wilhite and Associates have over 50 years of law enforcement experience that include working with schools, drug and gang task force, and tactical response. At a minimum, the evaluation will include management and supervision, operational deployment, training and regulatory compliance, uniforms, equipment, and communications. Wilhite and Associates will also attend related meetings with stakeholders, including school site and District personnel. Wilhite and Associates will work with the Director of Risk Management and Environmental Safety to prepare reports and presentations with final recommendations presented to the Board.

Services will be billed hourly at a rate of $90 per hour with the total amount not-to-exceed $15,000.

The term of this Agreement will be May 30, 2017 through June 30, 2018.

Ratification for this Agreement was required so that Wilhite and Associates could start while school was in session so that they could watch the flow of students on campus and talk to Campus Supervisors.

Education Code 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment and services.
Funding: The cost for this item will be included in the 2016-17 and 2017-18 operating budgets funded through Safety Credits, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the Agreement for Professional Consultant Services with Wilhite and Associates to conduct an operational evaluation of the District’s Security Program.
