In November 2012, California voters approved the Clean Energy Jobs Act (Proposition 39): Clean Energy and Energy Efficiency Funding Initiative Statute. The measure dedicates revenues for five years to clean and efficient energy projects. Through the use of the Request for Qualifications (RFQ) process, OpTerra Energy Solution (now ENGIE Services U.S. Incorporated) was selected to to develop the CMI Proposition 39 Energy Services Contract (ESC), which was approved by the Perris Union High School District's (PUHSD) Board of Trustees on February 21, 2018. The cost of the CMI Prop 39 Contract is $361,874. During the course of the Prop 39 Program, the amount of funding available to the District has increased by $293,671.60. Due to the availability of these additional funds, the District has asked ENGIE Services U.S. to conduct the required energy audits and prepare a plan for additional energy upgrades. After conducting these audits it has been determined that these new funds can be used for LED lighting upgrades at Pinacate Middle School, the District Office and other District facilities. The District is requesting the approval of Change Order No. 1 to the CMI Prop 39 Contract in the amount of $293,671.60 which would increase the CMI ESC to $655,545.60. Education Code 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment, and services. Government Code 4217.10 through 4217.18: The District may enter into energy service contracts to provide energy conservation services.
