Summary: For the past 10 years the district has been using BenefitBridge, an online enrollment, administration and billing software platform for health & welfare insurance plans. BenefitBridge allows employees to access and make changes to their medical, dental, vision and voluntary plans online. They can add or remove dependents by uploading the required documentation, change plans, view rates, plan details and update beneficiaries. In addition, the District is able to download monthly invoices, create reports related to enrollment, and administer benefits for both active and retired employees along with COBRA benefits. Since implementation, many of the insurance companies (carriers) have subsidized the program, along with a contribution from Keenan & Associates making it available to REEP member districts, at no cost. However, over the last several years these carrier subsidies have been declining. Subsequently, each member district of REEP will now be sharing the cost of the service with Keenan & Associates starting January 1, 2021.

The term of this Agreement shall be from January 1, 2021 through June 30, 2022 for a total cost of $23,000.00. California Military Institute will contribute a pro-rata share based on the percentage of benefit eligible employees using the on-line platform.
Funding: The cost for this item is included in the 2020-21 operating budget funded through the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the Agreement with Keenan & Associates for BenefitBridge web-based application services.
