Summary: In preparation for the opening of Liberty High School in August 2021, high school attendance boundaries within the Perris Union High School District will need to be adjusted beginning with the 2021-2022 school year. The proposed boundaries in the attached Exhibit No. 1 were developed through careful review and analysis of past, current and projected enrollment patterns throughout the District, as well as in close consultation with the County of Riverside, City of Menifee, City of Perris and City of Murrieta planning departments to identify and analyze likely future enrollment trends due to projected development activity over the next ten years. The boundaries in Exhibit No. 1 allow for Liberty High School, as well as Paloma Valley High School and Heritage High School, to have a small amount of open seats relative to their respective maximum student capacity.

Exhibit No. 1 was initially presented to the Board of Trustees at its November 13, 2019 Facilities Study Session as the recommendation by District staff and facilities consultant. A Public Hearing was conducted on December 18, 2019 to provide opportunities for the District’s constituents to provide input relative to the proposed boundaries. As a result of the input received at the Public Hearing, a Special Board Meeting was conducted on January 9, 2019 to discuss three additional boundary alternatives and the resulting enrollment implications, each with LIberty High School over capacity and with Heritage High School underutilized. To receive additional public input, a Town Hall Meeting was also held at Bell Mountain Middle School on February 4, 2020 following the Board of Trustees decision to table the action item on January 15, 2020.

It is recommended that the Board of Trustees approve one of the following four options to be implemented as the boundaries for Liberty High School:

Exhibit No. 1 (Alternative 1) - Provides for the boundaries of Liberty High School to be the 215 Freeway on the west, Newport Road/Domenigoni Parkway on the north, the existing District boundary on the east and the existing District boundary on the south. With this boundary option each high school will have some remaining student capacity in 10 years. This option will also allow for continued utilization of the “open enrollment policy” in which a student may choose to attend a school outside of his/her attendance area if space is available and if the student provides his/her transportation from home to the school of choice.

Exhibit No. 2 (Alternative 2) - Modifies the northern boundary to be that of the Menifee Union School District boundaries. With this boundary option Liberty High School capacity will be exceeded by 149 students within 10 years and requires additional bus routes be be added. Utilization of the “open enrollment policy” may be compromised.

Exhibit No. 3 (Alternative 3) - Modifies the northern boundary to include the Heritage Lakes community in the Romoland School District at the rail line. With this boundary option Liberty High School capacity will be exceeded by 159 students within 3 years and by 554 students within 10 years. This option also requires additional bus routes and would discontinue utilization of the “open enrollment policy”.

Exhibit No. 4 (Alternative 4) - Modifies the northern boundary to be that of the City of Menifee boundaries. With this boundary option Liberty High School capacity will be exceeded by 979 students within 3 years and by 1,433 students within 10 years. This option also requires additional bus routes and would discontinue utilization of the “open enrollment policy."
