Summary: The Health Reimbursement Arrangement (HRA) is an Internal Revenue Service (IRS) approved employer-funded, health benefit account that reimburses employees for out-of-pocket medical expenses and individual health insurance premiums.

The HRA will provide the District employees who accepted the Health and Welfare Retirement Stimulus Plan, approved by the Board on February 21, 2018, the option to use $10,000 per year for up to five years to purchase medical insurance outside of the District plans which are currently offered through the Regional Employer Employee Partnership for Benefits (REEP) Joint Powers Authority (JPA).

The initial term of this Agreement will be from July 1, 2018 to June 30, 2021. Upon expiration of the initial term, the Agreement shall automatically renew for successive one-year terms unless terminated by either party. The Agreement shall not exceed five years per Education Code 17596.

For the 2018-19 fiscal year, the cost will be $75 per month plus a one-time setup fee of $1,500 for a total of $2,400. Each subsequent term will be at a cost of $75 per month for a total of $900 per year.

This Agreement is being taken to the Board as a ratification to allow employees to designate this plan during the open enrollment period.

Education Code 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment, and services.
Funding: The cost for the initial term of this item is included in the 2018-19, 2019-20, and 2020-21 operating budgets funded through the General Fund. If utilized, the cost for the two additional renewal terms will be included in the 2021-22 and 2022-23 budgets funded through the General Fund.
Recommendation: It is recommended that the Board of Trustees ratify the multi-year Health Reimbursement Arrangement Service Agreement with Keenan and Associates.
