Summary: At the November 13, 2019 Special Board Meeting, the Perris Union High School District (PUHSD) Board of Trustees approved necessary priority Facilities projects. Among these projects is the addition of a second shade structure at Pinacate Middle School. At the February 2020 Board meeting, the Board authorized the purchase of the shade structure through piggybacking on the Colton Joint Unified School District bid. As it relates to installation of this shade structure, District staff identified the need to bid the installation and related site work at Pinacate Middle School. Public Contract Code section 22032 permits Districts that have elected to become subject to the Uniform Construction Cost Accounting Procedures to procure contracts expected to cost more than $60,000 but less than $200,000, through an informal bid procedure. The District reasonably expected the cost of the project would exceed $60,000 but would be less than $200,000, and therefore in February 2020 issued an informal bid and the form of notice as required by the District's informal bidding ordinance contained within Board Policy and Administrative Regulation 3311.1, and Public Contract Code section 22034.

The District received five (5) bids. Of these, Paradise Construction, Incorporated was determined to be the lowest, responsive, responsible bidder. The total cost for the installation of the shade structure and related site work is $79,900.
Funding: The cost for this item is included in the 2019-20 operating budget funded through Various Facilities Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the Award of Bid #031220 to Paradise Construction, Incorporated for the Pinacate Middle School Shade Structure Project.
