Summary: The Mobile Technology Learning Center (MTLC), a research and professional learning group at the University of San Diego, partners with districts to develop systems to empower educators to cultivate a culture of powerful learning, teaching and leading. Strategic partnerships with K-12 districts not only investigate strengths and barriers to implementation, but also provide teachers and leaders with unique insights, strategies and resources to enhance their practice. MTLC proposes to consult to the development of this initiative in the Perris Union High School District (PUHSD) over a 12-month time period from July 1, 2017 to June 30, 2018.

The Mobile Technology Learning Center (MTLC), established in 2011 by a gift from Dr. Irwin and Joan Jacobs, is a university-based research center that fuels innovation in K-12 education. Under the auspices of the School of Leadership and Education Sciences (SOLES) at the University of San Diego, MTLC collaborates with school districts to effectively integrate technology into today’s digital learning environments. MTLC uses a comprehensive approach to identify best practices, build capacity, and improve student outcomes through research and evaluation, leadership development, professional learning, systems-building, and strategic direction.

The total cost of services is not-to-exceed $56,000 for the 2017-18 school year.

Education Code 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment and services.
Funding: The cost for this item is included in the 2017-18 operating budget funded through the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the Agreement for Professional Consulting Services with the University of San Diego for the Mobile Technology Learning Center.
