Summary: On August 20, 2014 the Perris Union High School District entered into an Agreement for Geotechnical Exploration and Testing with Earth Systems Southwest for the High School No. 4 Project. The services provided by Earth Systems Southwest included civil engineering, site soil investigation, subsurface geotechnical condition exploration, and the identification of all rock deposits on the site. Earth System’s services were used to complete all necessary planning and civil engineering design of the High School No. 4 Project. Now that the District is moving forward with the construction of the High School No. 4 Project, the Facilities Department has requested a proposal from Earth Systems for geotechnical and materials testing and special inspection services.

The District recommends entering into an Agreement with Earth Systems to perform these services based on their previous involvement, critical knowledge of the High School No. 4 Project, and their highly technical skills related to geotechnical and materials testing and special inspection services. This Agreement for award is based on Public Contracting Code 20111 for Professional Services. Additionally, Title 24, Part 1, Section 4-335 requires that tests of geotechnical conditions, and materials for construction projects under the jurisdiction of the Division of State Architects (DSA) be performed by testing facilities acceptable to the DSA. Earth System’s services will include preliminary set up, soils compaction testing, laboratory conformance testing, concrete and steel sampling/testing and masonry special inspections during the construction of the High School No. 4 Project. These services will be provided at an estimated cost of $2,502,000.

The term of this Agreement shall be from January 17, 2019 and shall be terminated once the services have been fully performed and accepted by the District.

Education Code 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment, and services.
Funding: The cost for this item is included in the 2018-19 operating budget funded through various facilities funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the Agreement with Earth Systems for the Perris Union High School District, High School No. 4 Project, geotechnical and material testing, and special inspection services.
