Summary:
|
The District would like to retain the services of School Innovations and Achievement to assist with the mandated reimbursement process for the 2017-18 fiscal year. When the California State Legislature passes a law, or the Governor or a state agency issues an executive order or regulation that constitutes a new program or higher level of service, California law requires the state to reimburse local agencies and school districts for increased costs. This requirement was first established in 1972 with the passage of Senate Bill (SB) 90. With the approval of Proposition 4 in 1979, California voters further obligated the state to the requirement by adding Article XIII B, Section 6 to the California Constitution. The Agreement requires a subvention of funds to reimburse local agencies and school districts for costs associated with mandates. The process guiding mandate determination and the ensuing subvention of funds has evolved over the years since the enactment of SB 90. In recent years, School Innovations and Achievement has successfully provided services for the District's mandated costs. These services can include submittal, review and follow-up of test claims, update of claiming instructions, claims submittal, and incorrect reduction claim submittal. The services will not exceed $13,000 per year during the 2017-18 school year. The original Agreement approved on June 17, 2015 allowed for up to two (2) years of optional renewals. This term from July 1, 2017 through June 30, 2018 will be the second and final renewal term for the Agreement. Education Code 53060: District may contract with and employ any persons for the furnishing to the special services and advice in financial, economic, accounting, engineering, legal, or administrative matters if such persons are specially trained and experienced and competent to perform the special services required.
