Subject: 11.13 CURRICULUM: Ratification of Out-of-State Travel Request for Special Education Administrators, Psychologists, and Therapists to Travel Out-of-State for Evaluations, Observations, and Interviews in Accordance With Code of Federal Regulation 300.34 through 300.311 and to Fulfill the Needs and Requirements for Out-of-State Resident Students (funded through Special Education at a total cost not to exceed $14,000, not the General Fund)

Summary: The Perris Union High School District (PUHSD) previously approved out-of-state travel for Dr. Rebecca Gehlke on August 14, 2019 for the 2019-20 school year to conduct required reevaluation every three (3) years for a student who qualifies for an Individualized Education Plan (CFR 300.303). PUHSD currently has three (3) students who have been placed in residential treatment centers as determined by the Individualized Education Plan (IEP) team to be the student’s least restrictive environment. As such the students reevaluations are due this school year. For the 2019-20 school year our students are currently placed at Devereux in Texas, Monarch in Ohio, and TELOS in Utah.

On September 17, 2019, the Special Education Department sent the Coordinator of Mental Health Services, Dr. Rebecca Gehlke, Psychologist Kevin Lam, and Speech Therapist Lael Staricka out-of-state as part of the Individual Education Plan (IEP) team to complete the informal psycho-educational evaluation, as well as an Educational Related Mental Health Evaluation (ERMHS) on a student who is residentially placed there. This time frame was needed to meet compliance. The reason this item is going for ratification is due to this compliance time frame for one (1) of our students.

In addition, Special Education Administrators, Psychologists, and Therapists will need to travel out-of-state for two (2) additional reevaluations in the 2019-20 school year. Dates and staff to be determined depending on student need and Individualized Educational Plan.
Funding: The cost for this item is included in the 2019-20 operating budget funded through Special Education, not the General Fund.
Recommendation: It is recommended that the Board of Trustees ratify the out-of-state travel request for Psychologist Kevin Lam and Speech Therapist Lael Staricka along with any Special Education Administrator, Psychologist, or Therapist to travel out-of-state for evaluations, observations, and interviews in accordance with Code of Federal Regulation 300.34 through 300.311 and to fulfill the needs and requirements for out-of-state resident students.
