Summary: The Facilities Division would like to extend the contract for Division of State Architect (DSA) Inspector of Record (IOR) services to TYR, Incorporated. The IOR verifies that construction of a project matches the plans and specifications as approved by the DSA. The duties of the IOR are defined in Title 24, Part 1, Section 4-342. In addition, the IOR works with the Facilities Division to mitigate the effects of construction on the activities and operations on a school site and to note that the contractor(s) use(s) care to provide a safe site. The DSA IOR services are provided through project completion and will be billed at an hourly rate of $87.00 with an estimated project cost of $28,229.76

The ratification of the Contract Agreement with TYR Incorporated is necessary in order to meet critical project timelines and negate undue delay of the project. Ratification of this Agreement is permitted for Board approved facilities projects pursuant to Purchasing Policy.

Education Code 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment, and services.
Funding: The cost for this item is included in the 2016-17 and 2017-18 operating budgets funded through the Career Technical Education Incentive Grant, Perkins Grant, and the Local Control Accountability Plan Supplemental and Concentration Funds.
Recommendation: It is recommended that the Board of Trustees approve the Contract Agreement with TYR Incorporated for the Paloma Valley Auto Shop Reconfiguration Project, Division of State Architect (DSA) Inspector of Record (IOR) Services.
