Summary: The Children’s Internet Protection Act (CIPA) was enacted by Congress in 2000 to address concerns about children’s access to obscene or harmful content over the Internet. CIPA imposes certain requirements on schools or libraries that receive discounts for Internet access or internal connections through the E-rate program; a program that makes certain communications services and products are more affordable for eligible schools and libraries.

Schools and libraries subject to CIPA may not receive the discounts offered by the E-rate program, unless they certify that they have an Internet safety policy that includes technology protection measures. The protection measures must block or filter Internet access to pictures that are: (a) obscene; (b) child pornography; or, (c) harmful to minors (for computers that are accessed by minors).

The District has utilized a web filter from Lightspeed Systems to provide this service for 10+ years. In order to secure better pricing, the District has negotiated with CDW-G and Lightspeed Systems for 3-year term pricing (through June 2021). The cost per year for the web filter service is $24,878.33 for a total of $74,635 over the duration of the contract.

The term of this Agreement shall be from July 1, 2018 to June 30, 2021.

This contract is being brought forward as a ratification due to untimely receipt.


Education Code 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment, and services.
Funding: The cost for this item will be included in the 2018-19 operating budget funded through the General Fund, Fund 03.
Recommendation: It is recommended that the Board of Trustees ratify the Multi-Year Agreement with CDW Government LLC for Lightspeed Systems web filtering services and hardware.
