Summary: The District would like to enter into an Agreement with the Riverside County Superintendent of Schools (RCSS) for Preliminary Scholastic Aptitude Test (PSAT) subsidy. The goal of this Agreement is to increase college-going opportunities by assisting the District with subsidies to provide the PSAT to all 10th grade students. This test has two purposes. One, it is a form of rehearsal for students who plan to take the Scholastic Aptitude Test (SAT), which is the test most colleges require for admission. Two, it is used to select students seeking National Merit Scholarships which are awarded spring term of a student’s senior year.

To ensure that all Riverside County Local Education Agencies have resources needed to provide the PSAT to all of their 10th grade students, RCSS will provide a per student subsidy to the District to offset the cost of the exam. The amount of the subsidy will be $4.60 per student based on the actual number of 10th grade students who take the PSAT. This includes students at the California Military Institute who will receive their portion of the revenue.

The term of the Agreement is from September 1, 2017 through June 30, 2018.

This Agreement is being taken to the Board as a ratification due to the untimely receipt of the contract from the Riverside County Superintendent of Schools.

Education Code 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment and services.
Funding: The budget will be adjusted to reflect this revenue.
Recommendation: It is recommended that the Board of Trustees ratify Agreement No. C1006412 with the Riverside County Superintendent of Schools for Preliminary Scholastic Aptitude Test Subsidy.
