Summary: On October 16th, 2019 the Board approved formation of a facilities advisory committee consisting of not less than seven (7) nor more than eleven (11) members ("Facilities Advisory Committee" or "7-11 Committee") to compile information and forward a report to the Board about the uses of its real property and surplus space. Pursuant to Education Code sections 17388 et. seq., the Facilities Advisory Committee was asked to review the 11 South D Street site and throughout a series of meetings the Committee determined the amount of surplus space and real property, established and circulated a priority list throughout the community, made a final determination regarding the limits of tolerance of use of the space. The 7-11 Committee held a public hearing in compliance with the Education Code requirement to receive public comment on its final report, at its meeting on November 19, 2019. The Board is now asked to receive the Committee's final report and the minutes from the public hearing, attached hereto, containing recommendations regarding use and disposition of the surplus real property.

The District has reviewed the inventory and uses of its real property and has determined that the District’s property located at 11 South D Street in Perris, California, identified by APN 313-091-001 (“Property”) is currently not needed and will not be needed for future school facilities and classroom space. Resolution No. 16:19-20 will declare the Property as surplus property pursuant to Education Code section 17455 et. seq. and authorize the Deputy Superintendent of Business Services or her designee to move forward with: (1) the required statutory offers to designated public entities in Education Code section 17464, and others as applicable, and (2) any steps necessary to dispose of the Property in the future, subject to future Board approval.
Funding: No fiscal impact.
Recommendation: It is recommended that the Board of Trustees adopt Resolution No. 16:19-20 - Resolution Acknowledging Receipt of the Facility Advisory (7/11) Committee Report and Declaring Property Surplus.
