Summary: The Academy Community Day School opened in 1996 to serve students who were expelled for Ed. Code violations and to provide alternative placements for students in lieu of expulsion. At one time The Academy served students that were credit deficient, students with chronic attendance issues, and independent study students. Following the 2006-07 school year, with improved comprehensive school site based interventions, the District shifted the focus of services for The Academy to primarily address students needing intervention for behavior issues as a result of Ed Code violations and in lieu of expulsion. As a result of these changes, the enrollment at The Academy has continually decreased, currently serving only 38 community day school students and 51 independent study students. In 2006-07 enrollment peaked at 635 community day school students and in 2007-08 it dropped to 327. In 2008-09 enrollment was 222, in 2009-10 it was 139, and in 2010-11 it was 128. Beginning in 2011-12 enrollment dropped to less than 100 students, and in 2015-16 it fell below 50 students.

The cost to operate The Academy for community day school students exceeds $1.8 million, or $59,000 per student. By comparison, the District receives only $10,272 per student. Given the low enrollment and cost of operation, the District feels it can no longer continue to operate the school and is recommending closing The Academy.

With the closure of The Academy, the District would not layoff any certificated or classified positions. Staff members currently holding positions at The Academy would be transferred to other school sites based on vacancies or need.

The District anticipates saving approximately $1.2 million beginning in 2017-18 and $1.4 million beginning in 2018-19, with the savings increasing over time as classified staff fill other positions through attrition.

The District has evaluated alternative educational opportunities for community day school students currently housed at The Academy. Students who are mandatorily expelled due to Ed Code violations would instead be served by the Riverside County Office of Education (RCOE). Students who are on a contract in lieu of expulsion would be alternatively placed at Perris Lake High School or another school other than their home school, or to independent study. The operation of the District's independent study program would be relocated to Perris Lake High School and ultimately transition to an online learning independent study environment.
Funding: The budget will be adjusted to reflect the savings resulting from the closure of The Academy Community Day School.
Recommendation: It is recommended that the Board of Trustees approve Resolution No. 14:16-17 to Close the Academy Community Day School and Authorizing Related Actions.
