Subject: 14.14 BUSINESS: Appointment of Members to the Perris Union High School District Citizens’ Oversight Committee - Measure T and Measure W Bond Elections (no fiscal impact)

Summary: On November 6, 2012, the voters within the Perris Union High School District (“District”) voted to approve Measure T, and on November 6, 2018, the voters within the District approved Measure W. Both Measure T and Measure W authorized the District to issue general obligation bonds to finance certain specified District capital projects, facilities and supporting infrastructure. These proceedings were authorized, and the elections conducted, pursuant to the California Constitution, the provisions of Proposition 39 and related California law. Under Proposition 39 the affirmative vote requirement to authorize the bonds was 55%. Both Measure T and Measure W gathered more than the required 55 percent affirmative vote (based on election results furnished by the Riverside County Registrar of Voters’ office).

Under the requirements of Proposition 39 and related State law, the District is required to form a Citizens’ Oversight Committee. Resolution No. 18:18-19, adopted by the Board of Trustees of the District (“Board”) on February 20, 2019, amended the District’s Citizens’ Oversight Committee Policy and Regulations to update current best practices and take into account statutory changes made since the prior Policy and Regulations were last amended. In addition, Resolution No. 18:18-19 provided for a single oversight committee (“Committee”) to be charged with performing the required oversight with respect to both Measure T and the District’s Measure W authorization.

The Committee is made up of seven (7) members with the following criteria established by Proposition 39:
* One (1) member shall be the parent or guardian of a child enrolled in the District.
* One (1) member shall be both a parent or guardian of a child enrolled in the District and active in a parent-teacher organization, such as the P.T.A. or a school site council.
* One (1) member active in a business organization representing the business community located in the District.
* One (1) member active in a senior citizens’ organization.
* One (1) member active in a bona-fide taxpayers association.
* Two (2) members of the community at-large.

All appointments to the Committee are made by the Board from applications submitted to the District. Applications for membership on the Committee were solicited via advertisement in the Press Enterprise and on the District’s website. A total of eight (8) applications were received from potential candidates. One (1) applicant did not meet the legal requirements to serve on the Committee. The remaining seven (7) applications, all applicants met the legal requirements and are recommended to fill an initial three (3) year term beginning June 1, 2019, as follows:
* Marlee Menez, parent or guardian of a child enrolled in the District.
* Samantha Robles, both a parent or guardian of a child enrolled in the District and active in a parent-teacher organization.
* George Mills, active in a business organization representing the business community located in the District.
* Robert McKinney, active in a senior citizens’ organization.
* Joshua Naggar, active in a bona-fide taxpayers association.
* Sheila Curtis, at-large member.
* Eric Kroencke, at-large member.
Funding: No fiscal impact.
Recommendation: It is recommended that the Board of Trustees appoint the identified seven members to the Measure T and Measure W Bond Oversight Committee as presented.
