Summary: To improve overall performance and ensure the ongoing success of its Scholar+ Teaching and Learning initiative, the District is adding sixty three (63) outdoor 802.11ac wireless access points to address the needs of our instructional programs and to provide WiFi coverage access to outdoor learning areas. This project is for the installation of the access points and is eligible to receive E-Rate Funds.

The Schools and Libraries Program of the Universal Service Fund makes discounts available to eligible schools and libraries for telecommunication services, Internet access, and internal connections. The E-Rate Program is intended to ensure that schools and libraries have access to affordable telecommunications and information services.

To ensure a fair and open competition, applicant districts are required to wait at least 28 days after posting the Description of Services Requested and Certification Form (Form 470) on the Universal Services Administrative Company's website before selecting a service provider, executing any contracts, or signing and submitting the Services Order and Form 471.

Districts must select the most cost-effective provider of the desired products or services eligible for support, with price as the primary factor.

The selected contractor for the project (E-RATE Bid #022118 Installation and Wiring of District Provided Access Points) is GA Technical Services.

The project was bid and is being recommended for award pursuant to the provisions of Public Contract Code Section 22030-22040, the California Uniform Public Construction Cost Accounting Act.

The Fair Communications Commission rules require that an applicant sign a contract with the service provider before submitting a completed Services Order and Form 471.
Funding: The cost for this item is included in the 2017-18 operating budget funded through the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the E-Rate Services Agreement with GA Technical Services for the installation of outdoor access points.
