Summary: In order to impose statutory school facilities fees (“Statutory School Fees”), also known as Level 1 Fees, the District must prepare and adopt a fee justification study. In general, Statutory School Fees apply to new residential and commercial/industrial construction within the school district and are authorized by the State Allocation Board (“SAB”). Koppel and Gruber Public Finance prepared the fee justification study entitled “School Fee Justification Study” (“Fee Study”), which reflects the average student generation rates, amount of future development and costs of school facilities to accommodate students generated from such construction.

The maximum per square foot amounts are established by the SAB for unified school districts and have been adjusted for the District’s grade levels and attendance areas. Based on the facility cost impacts to the District for residential construction and for commercial/industrial construction, the Fee Study concludes that the District is justified in collecting: for residential construction or reconstruction, One Dollar and Fifty-Two Cents ($1.52) per square foot for development within the Perris Elementary School District, and One Dollar and Six Cents ($1.06) per square foot for development outside the Perris Elementary School District; for commercial/industrial construction, except for rental self-storage, in the amount of Twenty-Four Cents ($0.24) per square foot for development within the Perris Elementary School District, and Seventeen Cents ($0.17) per square foot for development outside the Perris Elementary School District; for rental self-storage, in the amount of Eight Cents ($0.08) per square foot for development within the Perris Elementary School District, and Five Cents ($0.05) per square foot for development outside the Perris Elementary School District.

Notice of consideration of the Fee Study and the adoption of the Statutory School Fees has been published in accordance with legal requirements. After the public hearing, the Board shall consider whether to approve the Fee Study and adopt by resolution the Statutory School Fees justified by the Fee Study. After adoption of the Fee Study and the new Statutory School Fees, District staff will give notice to relevant local agencies.
Funding: There is no cost to this item.
Recommendation: It is recommended that the Board of Trustees hold a Public Hearing to receive comments from the public or interested parties regarding the adoption of the Statutory School Fees as justified by the Fee Study.

It is also recommended that the Board of Trustees approve the 2018 Fee Study and adopt Resolution No. 10:18-19 – Resolution of the Board of Trustees of the Perris Union High School District Approving an Increase in Statutory School Facility Fees Imposed on Residential and Commercial/Industrial Construction Pursuant to Education Code Section 17620 and Government Code Section 65995.
