Summary: In support of the District’s network and the demands of Scholar+, it is recommended that DIstrict purchase, install, configure, test and place into production a next generation firewall in the District’s Network Operations Center. The District's teachers and students continue to increase the use of technology, specifically the consumption of online resources, in the classroom. This increase in demand to provide additional bandwidth, coupled with the need to provide a safe and secure online environment for our students and the District’s data necessitate updates to the District’s networking hardware. The District is well positioned to meet these needs and has planned for continued growth according to the metrics developed by the State Educational Technology Directors Association (SETDA), part of this plan is the upgrade of various networking components, one of which is the upgrade to a Next Generation Firewall. Additionally, the purchase of the Next Generation Firewall is, in large part, funded through the Federal Communication Commission's E-Rate program which makes telecommunications and information services more affordable for eligible schools.

The Next Generation Firewall provides traditional networking protection in addition to more granular visibility and control of the data that is traversing the District's network.

The purchase, configuration and installation of the Next Generation Firewall is paramount to successfully meeting the increasing demands of Scholar+ and the use of the District's network in general.

The successful implementation of the Next Generation Firewall will help ensure that the District provides a safe and secure online environment for students and the data maintained by the
District.

The Next Generation Firewall will service network traffic for all schools in District.

The selected contractor for the project is Sigmanet Incorporated, which proposed pricing off of CMAS Contract #3‐15‐70‐2486F. The proposed pricing from the California Multiple Award Schedules (CMAS) is established for information technology and non-information technology products and services that have been competitively assessed, negotiated, or bid primarily by the federal General Services Administration, but not exclusively. The contracts are structured to comply with California procurement codes, guidelines, and policies, and provide for the highest level of contractual protection.

Utilization of the contract is contingent upon approved funding for the 2017-18 E-Rate year and the District is under no obligation to proceed with the recommended contract. Costs to the District can be discounted from 60 percent to 90 percent dependent upon the service and District eligibility.

Public Contract Code (PCC) Sections 10290 et seq. and 12101.5 include approval for local government agencies to use CMAS for acquisition of information technology and non-information technology products and services.
Funding: The cost for this item is contingent upon approved funding for the 2017-18 E-Rate year.
Recommendation: It is recommended that the Board of Trustees approve the E-Rate Services Agreement with SigmaNet Incorporated for the purchase and installation of firewall equipment.
