Summary: The Perris Union High School District entered into an Agreement for Cultural Resources Monitoring Program with LSA Associates, Incorporated (LSA) for the Liberty High School Project. The services provided by LSA will include the development of the Cultural Resources Monitoring Program to include the necessary archaeological consulting services required as part of this plan. LSA’s services were previously used in the development of the original CEQA document and the subsequent Phase 2 Archaeological report that identified the culturally sensitive areas that exist on the Liberty High School property. Now that the District is moving forward with the construction of the Liberty High School Project, the Facilities Department requested a proposal from LSA.

The District is now recommending the ratification of this agreement with LSA to perform these services based on their previous involvement, critical knowledge of the Liberty High School Project, and their highly technical skills related to cultural resources monitoring services. This Agreement for award is based on Public Contracting Code 20111 for Professional Services. Additionally, Title 24, Part 1, Section 4-335 requires that tests of geotechnical conditions, and materials for construction projects under the jurisdiction of the Division of State Architects (DSA) be performed by testing facilities acceptable to the DSA. LSA’s services will include preconstruction services, developing the Cultural Resources Monitoring Program, necessary laboratory analysis of artifacts, site record update, a report on findings, and the associated project deliverables as described in the agreement for the Liberty High School Project. These services will be provided at an estimated cost of $130,428.

This Agreement is being brought before the board as a ratification in order to meet critical project timelines.

The term of this Agreement shall be from February 11, 2019 and shall be terminated once the services have been fully performed and accepted by the District. The costs for this project are based on a twenty-six (26) week proposal and provides the District with termination for convenience upon seven (7) days written notice.

Education Code 17604 and 17605: The Governing Board delegates the power to contract and purchase supplies, equipment, and services.
Funding: The cost for this item is included in the 2018-19 operating budget funded through Various Facilities Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees ratify the Agreement with LSA Associates, Incorporated for Archaeological Monitoring Services on the Liberty High School Project.
