Summary: The Perris Union High School District (PUHSD) would like to enter into an Agreement with Building Assets and Reducing Risks (BARR). BARR’s Network for School Improvement (NSI) will work with PUHSD to increase the grade point averages in grades 11 and 12, course passing rates in grades 9 and 10, advance course taking, ELA and mathematics proficiency, and high school graduation rates. Participation in (NSI) will focus on improving college-ready, on-track rates for all students with a focus on providing access for Black, Latino, and low-income students, connecting administrators and teachers from across the country, providing training and coaching on the BARR model for four (4) years, participation at BARR’s Annual National Conference, and building capacity in using continuous improvement methods to enhance effectiveness of current initiatives.

The BARR program will be funded by the Bill and Melinda Gates Foundation. Reimbursement funding under this grant will be provided to the district from the 2019-20 school year through the 2023-24 school year at a total cost not to exceed $33,000 to cover the cost of expenses related to this program.

The term of the Agreement shall be for five (5) years from January 24, 2020 through June 30, 2024.
Funding: The cost for this item is included in the 2019-20 operating budget funded through the Bill and Melinda Gates Foundation Grant, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the Agreement with Building Assets and Reducing Risks to provide Educational Support Services to students and teachers at Perris High School through the Network for School Improvement.
