Summary: The Schools and Libraries Program of the Universal Service Fund makes discounts available to eligible schools and libraries for telecommunication services, internet access, and internal connections. The E-Rate program is intended to ensure that schools and libraries have access to affordable telecommunications and information services.

To ensure a fair and open competition, applicants (“districts”) are required to post an initial FCC Form 470 on USAC EPC portal website and then wait at least 28 days after posting the Description of Services Requested & Certification Form 470 before selecting a service provider, executing any contracts, or signing and submitting the Services Order and Certification Form (Form 471). The District posted FCC form 470, as required.

School Districts must select the most cost-effective provider of the desired products or services eligible for support, with price as the primary factor.

The selected contractor for the project, RFP #012420 Liberty: ERATE – Liberty High School WAN SERVICES is Crown Castle.
Funding: The cost for this item will be included in the 2020-21 operating budget funded through Various Facilities Funds, not the General Fund.

This contract is contingent upon approved funding for the 2020-21 E-Rate year and the District is under no obligation to proceed with services.
Recommendation: It is recommended that the Board of Trustees approve the Award of E-Rate Services Agreement with Crown Castle for high-speed Wide Area Network Services at Liberty High School.
