Summary: On September 19, 2018, the Perris Union High School District (PUHSD) Board of Trustees approved the Agreement for Construction Management Services between the District and Neff Construction, Incorporated for the Liberty High School Project which is currently under construction. At the November 13, 2019 Special Board Meeting, the PUHSD Board approved the construction of a pool project at Liberty High School. Following this approval, at the December 18, 2019 meeting, the Board approved a contract with PJHM Architects for the design of the pool facility. The district is now recommending the approval of the First Amendment to Agreement for Construction Management Services with Neff Construction, Incorporated for the Liberty High School Pool Project.

Construction Management will include pre-construction cost estimating, constructability review as well as logistics and scheduling, in addition to bidding and construction of the pool project once the plans are approved by the Division of State Architects (DSA). The current construction cost estimate for this project is $8,000,000. This First Amendment to the Agreement for Construction Management Services allows Construction Management (CM) fees of five percent (5%) of the construction cost, $400,000; and General Condition (GC) fees of 4.5% of the construction cost, $360,000; for a total of $760,000. CM fees, while initially based on estimated construction costs, are ultimately adjusted based on actual construction costs.

The process for selection of Construction Management firms is followed pursuant to Government Code 4526, which states selection shall be on the basis of demonstrated competence and on the professional qualifications necessary for the satisfactory performance of the services required. The selection of Neff Construction, Incorporated for this project was determined using guidelines as identified per Government Code 4527(b).
Funding: The cost for this item is included in the 2019-20 operating budget funded through Various Facilities Funds, not the General Fund.
Recommendation: It is recommended that the Board of Trustees approve the First Amendment to Agreement for Construction Management Services between Neff Construction, Incorporated and Perris Union High School District for the Liberty High School Pool Project.
