Subject: 11.68 BUSINESS: Reappoint Designated Member and Ability to Seek Replacement to the Perris Union High School District Citizens’ Oversight Committee (Measure T Bond Election)

Summary: On November 6, 2012, a Proposition 39 bond election was held and voters within the Perris Union High School District approved the Measure T bond authorization. Pursuant to the applicable provisions and requirements of Proposition 39, the District’s Board of Trustees approved the formation of a Citizens' Oversight Committee (COC) for Measure T.

The Measure T Citizens’ Oversight Committee, under State law, is required to have seven members and include five representative groups as follows: One (1) member active in a business organization representing the business community located within the school district; One (1) member active in a senior citizens' organization; One (1) member active in a bona fide taxpayer association; One (1) member shall be the parent or guardian of a child enrolled in the district; One (1) member shall be both a parent or guardian of a child enrolled in the district and active in a parent-teacher organization; and Two (2) members at large who must simply reside within district boundaries. Members are appointed for a term of two (2) years, without compensation, and for no more than three (3) consecutive terms.

On July 17, 2013 Dorothy Wolons, Parent of a Student Enrolled in the District was approved by the Board of Trustees for her first two (2) year term. It is recommended that the Board of Trustees reappoint Dorothy Wolons to her third and final two (2) year term through July 16, 2019.

Alice Grundman was appointed as the Taxpayer Organization Representative on March 15, 2017. District staff regrets to report that Alice Grundman submitted her resignation

Under the requirements and provisions of the Committee Policy, Section 7(a), a vacancy on the Measure T Committee is determined by the District Board when certain conditions are met (such as when a Committee member resigns). Based on the need for full membership on the Measure T Committee, and the requirements of State law, the District Board also should direct District staff to proceed with efforts to identify a replacement Measure T Committee member.

The District Board may direct District staff as to the manner in which one or more candidates for such replacement Measure T Citizens’ Oversight Committee member are to be presented to the District Board for action on such appointment.
Funding: There is no fiscal impact.
Recommendation: It is recommended that the Board of Trustees approve the reappointment of Dorothy Wolons to the Measure T Citizens’ Oversight Committee through July 16, 2019, and direct District staff to proceed with efforts to identify a replacement for the Measure T Citizens’ Oversight Committee.
