Subject: 11.23 BUSINESS: Reappoint Designated Members and Appoint New Member to the Perris Union High School District Citizens’ Oversight Committee (Measure T Bond Election)

Summary: On November 6, 2012, a Proposition 39 bond election was held and voters within the Perris Union High School District approved the Measure T bond authorization. Pursuant to the applicable provisions and requirements of Proposition 39, the District’s Board of Trustees approved the formation of a Citizens' Oversight Committee (COC) for Measure T.

The Measure T Committee, under State law, is required to have seven members and include five representative groups as follows: One (1) member active in a business organization representing the business community located within the school district; One (1) member active in a senior citizens' organization; One (1) member active in a bona fide taxpayer association; One (1) member shall be the parent or guardian of a child enrolled in the district; One (1) member shall be both a parent or guardian of a child enrolled in the district and active in a parent-teacher organization; and Two (2) members at large who must simply reside within district boundaries. Members are appointed for a term of two (2) years, without compensation, and for no more than three (3) consecutive terms.

On April 17, 2103 the following members were approved by the Board of Trustees for their first two (2) year term:
Eric Kroencke, Business Organization Representative; Robert McKinney, Senior Citizen Representative; Charlene Busch, Member at Large; and, Cynthia Clark, Member at Large. It is recommended that the Board of Trustees reappoint these four (4) original members to their third and final two (2) year term through April 16, 2019.

Dorothy Wolons currently serves in the role of a Parent of a Student Enrolled in the District and her current term expires on July 16, 2017. Sheila Curtis currently serves in the role of a Parent of a Student Enrolled in the District and active in a parent-teacher organization, and her current term expires on May 17, 2018. No action is being requested by the Board of Trustees for these two (2) members.

It is further recommended the Board of Trustees appoint Alicia Herrera Grundman as a new member of the COC. Mrs. Herrera Grundman is a member of the Howard Jarvis Foundation and would thus fill the role of a Taxpayer Organization Representative through the end of her first two (2) year term expiring March 14, 2019.
Funding: There is no fiscal impact.
Recommendation: It is recommended that the Board of Trustees approve the reappointment of Eric Kroencke, Robert McKinney, Charlene Busch and Cynthia Clark to the Measure T Citizens’ Oversight Committee through April 16, 2019, and appoint Alice Herrera Grundman to the Measure T Citizens’ Oversight Committee through March 14, 2019.
