Summary: On December 18, 2019 the Board received the final report of the PUHSD 7/11 Committee regarding the disposition of District-owned property at 11 South D Street in the City of Perris ("Property"), which recommended the Property be declared surplus and sold. The Board then declared the Property as surplus and directed staff to provide the statutory offers to designated entities consistent with the provisions of Education Code Section 17464.

The City of Perris expressed interest in the Property in response to the District’s statutory offer. The parties then negotiated the terms of a Purchase and Sale Agreement ("PSA"), in which the City has agreed to purchase the Property for the appraised value of $975,000. If all conditions for the sale are met, escrow will close on June 30, 2020. The current tenant has agreed to vacate the Property on or before the closing date. The City Council approved the PSA on March 31, 2020. To date, the offer of purchase from the City of Perris is the only offer that PUHSD has received. Should the District receive alternative offers from other designated entities, the PSA includes a contingency for the District to consider those offers before the end of the May 11th statutory deadline.

Staff is requesting approval of the attached Resolution No. 32:19-20 making the finding that the Property is exempt from additional statutory offers, and authorizing the Deputy Superintendent, Candace Reines, or her designee, to execute the PSA, any amendments and accompanying documents with the City.
Funding: The budget will be adjusted to reflect this revenue.
Recommendation: It is recommended that the Board of Trustees adopt Resolution No. 32:19-20 - Resolution Authorizing Staff to Enter Into a Purchase and Sale Agreement and Making Related Findings.
